Actually, I suspect that chiper123 's rating scale is his/hers alone and not the C/W system. I say this because there are enough things visable in the scan to make this chip much less than a 95 using the C/W system.
These include the edge nick at about the 2-3 o'clock position, the ding just under the "$5" at that same position, the apparent used/worn condition of the chip (edges do not appear sharp and it appears soiled, although soiled is not aways an indicator of condition, it may point toward usage), and lastly, the off-centered inlay is very noticible! Unfortunately, a complete examination cannot be made as more than half of the chip is not visable (the edge and reverse are not visable).
As for any individual's personal rating system, we all have several of them, and I'd be willing to bet that if chiper123 was being offered that chip, he/she would not grade it as a 95, nor refer to it as excellent, unless the superlative "excellent" was being used to denote the negatives. I.E., an excellent example of an off-centered inlay, or and excellent example of noticible rim nick.
