Although there is a pact with the Governor, I don't believe it includes any regulatory oversight. However, Pala is 50% owned by Anchor Gaming, and it wouldn't look good for Anchor to be involved in anything shady. Not a guarantee, but I think they have opportunity to make LOTS of money legitimately without trying to run a shady operation.

I agree it's a nice looking place; even plans for an attached hotel.
