Four Queens has them, Lady Luck might still. You have to have a players/slot card. You fill out a form, sometimes found only at the players club window, though sometimes the forms can be found in different locations in the casino. You take the filled out form with your players card to the cashier's window, and they give you the win cards package. Don't try to get the win cards more than one time. They are one-per-person.
