Arizona Charlies does. Sahara guarantees a $1 table, all the time. But they don't open more tables when there is a line, but its there all the time. Many other casinos offer $3 blackjack, but not usually on a Friday or Saturday night. I've seen Excalibur with $3 tables.

ps. Many casinos offer blackjack lessons, using older generic or NCV chips in the wee hours of the morning (like 10:00 am). Ask your hotel.
