Each of the three examples you gave, Charles, could be addressed by specific rules prohibiting the conduct you described. Furthermore, unintentional or accidental involvement of minors could also be controlled in more limited ways (e.g., by having the parent check in with casino management and obtaining a specific identification of some kind, such as a badge, which would have to be worn by the minor & by requiring the parent to be with the minor at all times).
