I doubt anyone will be able to help you. They could have been for a club out west in the 1900-1930's range. Also, a private individual could have ordered them. Both the swastika and "H", seperately, were sold generically. Combining the two in one chip would have added just a slight cost to the purchaser.

I have a set of swastika with an "S" on the back.

The last possibility is that they were Hitler's personal chips. Don't bank on that possibility, however.
