Although it was before my time, but I believe 1939 to 1945 was the Nazi era, during which many stamps were printed that contained likenesses of Hitler and the Swastika. Also, (and again, if I'm not mistaken) the Nazi regime over-printed many pre-existing stamps with such symbology and also cancellations may have included such symbols. Not sure at all about any coins.

Overall, I think that eBay is trying to walk a very fine line.
