Another way to approach the problem is to send him an email and tell him his bids are no longer welcome on your items, and do a bcc: (blind carbon copy) to Safeharbor@ebay.com as well. Then unblock him, and if he's dumb enough to bid, you can notify safeharbor and they will suspend him within hours.
