Shouldn't these so called "Certificate of Authenticity" come from the actual chip manufacturer?

BTW, I have noticed that the dealer "reelart" has removed "HIS", "Certificate of Authenticity" which was offered with his Bond Chip.

Both these dealers are still asking starting bids of $9.99 PER CHIP. "reelart" has raised his shipping price from $3.99 to 4.99!
