As Bernie said (twice... Jim are you paying attention?), the house mold has the casino name and location, so that doesn't need to be in the artwork. Also, I think the "house mold," as with the hat and cane, is a registered mold that adequately identifies Paul-Son as the manufacturer.
But the absence of the denomination on the one side is definitely a violation. I imagine the chips are sold out, so there probably isn't anything that will change the quantity released. I don't think we would call this is "error" chip, where only a few got out before it was pulled and remade correctly. But I think the error probably does add to it's collectability. This artwork should not have been approved as is, and Four Queens should be required to destroy any they may still have in the cage or vault, and any they ever get their hands on again. So who wants to call gaming?
