I think the low ratings probably have less to do with the teams in the series then just an overall decrease in interest in baseball.

The increased popularity of Football and Basketball, coupled with the unbearably slow pace baseball as taken on in the past decade, along with ridiculous expenses involved in seeing a baseball game, along todays transient teams has caused great damage to baseball.

I think you will continue to see the World Series rating decline regardless of who the participants are.
