I am 100% in agreement with what you just said, Pete, "We exercise our authority by electing a Board" I also expect that the Board and Officers I vote for will keep their promises. My only point is, IF the membership believes in an issue that the Board does not act upon, AND you could ever get enough people to agree on a topic, we should have recourse and relief for our issue. Don't we have a process like this in our Representative form of Government? Every voting cycle the "People" have a right to bring something to ballot even if our elected officials don't want to touch it with a 10 foot pole.
