A casino's bankroll is determined by a complicated formula, number of table games, number of slots, progressive jackpots, sports book limits, Keno limits, chip float, debt, etc, etc.

They are not required to keep $1 for every chip $.
The formula is not updated every time they issue a chip. The Fiesta was required to update their formula when we installed the $1 million dollar keno ticket and it was insured by an outside company. But the the Fiesta was ultimately resopnsible in the event of an insurance default.

Not sure, but I think that was the ist time they had been required to resubmit the formula in a couple of years.
