IMO the tone of the letter is too harsh and goes off on too many tangents.
Needs more focus on the ONE issue you're trying to influence -- allowing chip dealers to place standing orders for certain quantities of chips (quantities will differ whether a $1 or $5 or $25), and allowing them to reserve and pick-up desired quantities on behalf of out of area collectors who collect Four Queens chips, but only if conveniently obtainable thru their favorite chip dealer.
Then explain that the 5-per-person / no reservations policy is not in the interest of the majority of chippers.
The greedy grabbers issue is one for our fellow collectors to work out, not for this letter, IMO.
If you want action, reframe your letter to persuade in a friendlier tone.
