I would say an obsolete chip is one that is no longer regularly used in a casino and not readily available FROM the casino.
LEs and commemoratives don't count as obs since they are limited runs.
If the chip can still be cashed sould have nothing to do with it, because (I believe - Archie please correct me if I am wrong) ALL chips in AC are redeemable as long as the casino is open (and sometimes after), but I consider many of them obsolete. Therefore a RES-1 is obsolete (not regulary used, not readily available from the casino), even if you could cash it in for $1.
Now here is a tough case: The Flaming in LV changed their chips. Jim F said that when he went last week and talked to someone, they offered to sell the old ones with the Hilton name. I would say the chip is not READILY available at the casino, and in any case they will run out of them soon enough.
