I was hoping someone whould provide a more informed response to your post. I'm not exactly an expert, but I do know all casinos DO NOT pay the same. I don't know the exact regulations for Nevada, but there are minimum and maximum payouts mandated for various games, and beyond that casinos are free to set their payouts according to what the traffic will bear. On slots for example, it's quite common that $1 machines will have better paybacks than 5 cent machines in the same property. But not all $1 machines pay the same within a property or from one property to another. You can't tell what percentage a slot machine has by looking at it. You can with video poker, blackjack, keno, and any other game where the odds are apparent and the only variation is the paytable.
In Reno and Vegas, it's common, but not a rule, that casinos in the popular tourist areas will have worse paybacks than outlying locals areas. They have the traffic without having to compete so hard to get it. Many Indian casinos in Calif and Ariz have no incentive at all to compete. They're limited in the number of machines they can have, and nearly always have more customers than machines. This is the biggest factor that will keep destinations like Reno and Vegas attractive to tourists in spite of expanded Indian gaming. The cluster factor.
As for Keno, no game in a casino has worse odds. Ever. I have a favorite Keno strategy. I consistently don't play the same 6 numbers. They consistently don't come up. So far I'm even. Which is pretty good for Keno!
