I don't know any of these detalis but if there were 16 or 17 runs of chips, and they never destroyed the old ones, there could easily be several pallets laying around. I know the cage manager at Ballys Tunica - which is a small hole in the wall - told me that they ordered 50,000 or 100,000 of their $5 house chips. That one denomination alone would make for a pallet or two.
