Double lock down for a casino the size of the Sands especially when liquidating would not be realistic. You know as well as I do the whole idea of liquidation is to turn EVERYTHING into cash. Chips being the easiest. Any restriction upon the vault if in exsistence would have been lifted during the "sale" days. The Sands owners would rather have a $1.00 then the $1.00 chip.
