Rose, only thing I can tell you is that I have one, too. Made of steel and prone to rust, isn't it? I believe that I've seen this token on the board within the last year or so. As I remember (!) seems to be quite common and somehow related to a similar Vegas World or Mr. Sy's piece. Now that I've muddled this beyond all redemption, perhaps someone can straighten it out.
