I don't know where the old Bally's site is but I was at the old Splash site last week and if the new casino is going to be anywhere near there it will be a while before it is done. They had "construction crew only" signs out but I didn't see any signs of construction anywhere. And talk about out in the middle of nowhere! Had to take a dirt road to get there. It looked like the Splash buildings were getting ready to fall down from lack of maintenance.
