Maybe they intended each section to house a person's bet chips, so they could make sure that no one was shy? Maybe if a "sight" was called (a player is out of chips), they could segregate chips that were not in the side pot? Maybe it was to make it easier to count the pot if each player's bets were segregated in sections?
