Which may be why the casinos can't or won't take bets over the phone (though it is also possible that Nevada state law prohibits accepting telephone bets as well). Maybe Gene or Andy would know more about that.

On the other hand, Brad's inquiry was for someone to place a legal bet (the person making the bet would hold and redeem the marker if the bet wins; it would be up to him to then decide whether or not to send the winnings to Brad!). I'm not sure whether or not that's illegal.
