I'd consider it a manufacturers "variation" but NOT a separate issue. The only 'official' difference listed in Archie's book for early Resorts chips is RES-1, which is shown here...H&C mold and then RES-1a, same edge inserts but HOUSE mold or "letters" as described in the book.
