In general the market for a chip is driven by demand and that sets the prices. In most cases, with most collectors, if it's overpriced (the individuals opinion of price) it's not going to sell.
I don't see how eBay or other auctions are hurting collecting? If a chip goes for 50% of "book" it's an indication that motivated buyers either have the chip, or are bargain hunters because there isn't enough competition to raise the bidding to higher levels.
