The easiest, but probably most costly answer would be either to have used Western Union or a wire transfer. Each would cost about $10 (possibly slightly more) which is a huge vig for something like this. However the recipient would get it in the local currency in a day or so.

Another scenario might be if you live in a large city, many countries have branches of their largest banks (such as Bank of China, Bank of Taiwan, DeutscheBank are all located in Manhattan). You could get a local currency money order. Again, costly. Short of that there is no good answer.
