On the several occasions I have seen this behavior I was in Nevada, at "local" places. The players were obnoxious (not necessarily drunk), just plain jerks and from out of town. The tokes returned were quarters (1 on one ocassion, 2 on another).
Dealing short did not last very long. , FROM MY PERSPECTIVE the dealers were being insulted and they showed a little spine.
However, I can appreciate the point of view of management. However, at what point does management stop the other "jerk" behaviors, i.e., throwing cards in face up, swearing with bad cards, and in-general spreading pis* 'n venom around the table?
Please don't think that the dealers were reacting to a single instance, only a response to a series of behaviors.
