Pat; I too was disheartened to read your post concerning those who think they have pulled the wool over someone's eyes.... but I was not surprised based on what I saw in Joe Benon's RR I received earlier this week.
I still believe that the only way to stop some of these shenanigans is to include a check-off sheet of the cards taken and the cards that have been inserted. Yes, it's a pain in the a** to maintain the paperwork, but those who truly care about RR's in the future should not object to some minor bookeeping along the way and for the privilege of receiving someone else's RR. They certainly wouldn't like it if they had started a RR to help others and saw what was retuned back home at the conclusion of the route.
