It does look raised in the scan, but it's not. The whole inlay area is flush, but the center is smooth. I think these chips are too old to be "microchip" or anything like that. It may be a security feature of some sort, but since the "normal" chips were not pulled, I think it's just the way PaulSon happened to make them when they were reordered.
