Issued in fitted cases by Franklin mint in the late 1970's. There were two different sets, one green box, one red box if I remember right. All are foreign except for one US token in each set: Caesars Palace and Desert Inn.
Face value of each was about $25 in US funds when issued. Supposedly they would always be redeemable for face at the club (as long as it was in existence) but I don't know anyone who has tested that. Very attractive designs, as were all the Franklin Mint gaming tokens. Some really odd shapes on some of them, as shown in your scan. Metal is sterling silver (.925 fine), but they must be coated with something as I've never seen one tarnished even though not in a sealed container.
Except for the two US tokens, they aren't very popular with collectors for some reason and typically sell for from $5 - $15 each when offered at auction. Sets come out occasionally. When issued, each token was in a blue cardboard card. The case came late in the series and you were to remove the tokens from the holders and put them in the fitted case. You sometimes find the individual tokens still in the cards. There was also a booklet with the set giving history of each of the clubs.
