Personal packages that cross the border are not subjected to the same scrutiny as packages that you cross with. The suggestion to have someone mail it over from Niagara or Detroit is a good one but I don't think it is neccessary. I receive chips daily from the US and I have only had one problem and it wasn't customs related.
