The stamps have to be stuck together or in disrepair condition where they can no longer can be affixed as postage.
All they ask is that you glue them to a sheet of paper so they can count them.
You can also turn in $3 gold pieces (and 3¢ coins) for full face. These coins were issued to purchase single stamps of full sheets of 3¢ stamps.
