I don't know what they were made for, Jim. Mine is a nice job of encapsulating, though. I like these display chips and usually pay on the order of $15 to $50 for them. In terms of scarcity, they should be worth more, but most chippers have a problem getting them into their albums [g].

Here's another Sahara Tahoe embedded chip. This one is in a 14 sided polygon. I used to remember what the name was for all these polygons but it's been too long since high-school geometry.
