Any idea as to who or what was RRF?

No, it's NOT "Rail Road Florida" or "Red Rooster
Farm"

I also checked TGT for the 20715 Van Dyke $1 chip
that I always thought was located in Detoit, but
it's listed as unknown, yet Ed Hertel's site tells
us Detroit, MI.

Any info?
