None of the boats that I have been to/on have boarding fees. These include:

Empress, Hammond IN
Harrahs, East Chicago
Grand Victoria, somewhere in Indiana
Harrahs, Joliet, IL
Empress, Joliet, IL

I am suspecting that if there are some without boarding fees, then none of them will.
