I have also seen this seller's ads for these chips in Numismatic publications. In these ads he does not mention that they are "fantasy", "facsimile" or anything like that. What I get out of the situation is that the individual is not a chip collector, but a token dealer. I think that he is not aware of the issue of "real" vs. "fantasy" chips. He is not selling these chips for unreasonable prices, under a $1 a chip, so it doesn't appear like he is trying to rip anyone off.
