With all due respects, you haven't proven any such thing.

I'll say it again, a Chapter should be able to have all the guests they want, but at that point when the Chapter guest becomes a new Chapter member they should have to become a CC>CC member wihtin that next year.

Once they fly our flag, they should be a member!
