While this chip is presently unlisted in the two volume book Military Tokens of the United States (volume 1 is US bases, Volume 2 is overseas bases), there are tokens listed for Charleston Air Force Base (South Carolina) that use the CHAS abbreviation.

Thus, for now, that is how I would list it until sometime better comes along.
