For the same reason that coin collectors do not salb penny's that they find in change, poeple will not (normally) slabbed anything were the resale value is less then the slabbing fee. Simple economics. For the large number of collectors, they will most likely never buy, sell, trade or have a salbbed this or that in their collection. Salbbing are for those high price items (normally) where the difference in condition and the likely hood of an item that has been altered by someone out to make a quick buck is increased as a result.
Sad to say, there are some dishonest people who are willing to pray on the unspecting collector. While it would be great if we all new what was real and what was fake, what was cleaned and what was not, heck, the "club" does not even have a grading system for people who sell stuff either at the convention or at the publication. How do you object to someone who sells you something that they say is in "really good condition" when you do not know what that means?
