I believe the First Class/Priority issues are sent under a permit mailing. Thus they will not have a postage amount attached. They all should have a priority label attached however.

Many times the club or the mailing house gets blamed for the delay. ALL of the magazines are sent out at one time. This must happen as the permit mailings are based on quantity. If some people are receiving their issues and others are not, it's most likely the post office travel time, or local post office not delivering the copy promptly. Complain to your local postamaster if you have not received your First Class copy.
