I'm not saying they should violate the confidentiality, I am suggesting that a percentage of non members could be determined with the caveat that x amount of CCGTCC members have chosen to have their names held in confidential status and thus these statistics are subject to a certain margin of error.
As to the lists in the latest issue, I have not received mine yet so I can't comment. The actual number is actually only relevent in determining the statistical accuracy of the the figure reported.
On the other hand, if the Chapter submits their list, as required by the Bylaws then the National could do the calculation without any error, because they are entitled to use the roster for this purpose, just not publish names of specific members who have requested confidentiality.
