While I think that proposal is better than nothing, my suggestion above was predicated on the idea that there are Chapter members who can not afford the $20/year dues.
I still don't think lack of affordibility is the reason people don't join.
Two other thoughts.
1) In so far as almost every person who has posted against the Amendment has claimed that it would be to much of a burden for Chapter Officers to keep track of the membership status of their chapter members (which is crock of . . . ) Your proposal would require the same record keeping which they all say is to difficult.
2) Several people have posted to the effect that they would simply lie to the CCGTCC about membership. By placing a financial burden on the Chapters for each member who is not a CCGTCC member you actually create a financial incentive for the Chapter to lie about it membership.
