...of a Chapter that has never required membership in the CC & GTCC to be a chapter member, it is Colorado. The last time we had a hand count at a monthly meeting, asking who was not also a member of the CC & GTCC, the result was roughly 10%.

You are trying to fix a problem that doesn't exist! And, there are chapter members that I've never met because they don't attend our monthly meetings. They joined just to get the monthly newsletter. To suggest that these people be required to join the CC & GTCC just to get the Colorado newsletter doesn't fly with me.
