Yes, I would call it a striking error. I have one that has been struck almost 50% off center. I've seen several of these mis-struck Horseshoe and Vegas World tokens over the years. They go for about $20-$25 and up, depending upon how far off-center the strike is. Interestingly, coin collectors are more excited about this type of error than token collectors are.
