The regulation is actually a Clark county regulation. We must have members, we can not be open to the public without a $1500 (?) special permit. This battle has been going on for years and Liz Conrad finally worked out this solution last year. Earl Donley had been doing it for years and having the same problems.

Just one of the many Convention issues that pop up every year.
