Of course being a member club is different than being a chapter. Being a Chapter suggests being a subdivision. Being a member club suggests being affiliated.

Keep in mind that the rules regarding Chapter creation require that the chapter have a name which must include the words "a Chapter of the Casino Chips and Gaming Tokens Collectors Club" Because of this merely being a member of the Chapter would inherently give the impression to others that they are a member of the main organization.
