I'll make it short and sweet. I know of no major club or orginization in the country that lets non-members be members. If that sounds redundant or contrary to logic, that's the whole point.

If someone wants to start their own club. That's their right. But if it's a chapter of the CC>CC, membership in the national should be manditory. A chapter should also be governed by the same rules as the national club, or they are a club of their own.
