If you sell Chips on Ebay and do not wish to sell chips to specific people, you can email them and tell them not to bid on your auctions. CC to safeharbor@ebay.com after doing this if they bid on your auction they are in violation of Ebay's policy and Ebay can take action If you report them for bidding after you have sent a warning.
