No different than the fact that we've had governments headed by Federalists, Democratic-Republicans, Whigs, Democrats and Republicans, as well as at least one coalition government (Lincoln, a Republican, and Andrew Johnson, a Democrat, ran together in 1864 on what is sometimes called the National Union ticket).
As I see it, the question is not whether the POLITICS of the country have changed, but whether the form of the government changed. Sounds to me as if it did not, even from that description (which is similar to others I have read about San Marino). ----- jim o\-S
