They were made for the reservation in Hogansburg, NY on Community Blvd. Their license was denied in 1995 and PaulSon sold the chips in their retail store. When the license finally was approved, new chips were ordered. They can't be classified as fantasy chips as they were ordered for actual use in a casino.
