... what kind of "dealer" it refers to!

I have a suspicion you're a dealer in a casino; the pledge is aimed at retail "dealers" who sell casino chips either full or part time as a business.

A slabbed chip is one that has been graded by a supposedly expert, supposedly neutral third party (in this case, a company named ICG), then encapsulated in a hard plastic case.
